​​​Financial Assistance Provided By The KSB Through AFFDF/RMDF/SACP


Introduction


1. Kendriya Sainik Board (KSB) operates various welfare schemes for Ex Servicemen (ESM). These schemes are funded from the Armed Forces Flag Day Fund (AFFDF) which was instituted vide Gazette of India notification No 5(1) /92/US(WE)/D (Res) dated 13 Apr 1993.

Financial Assistance Under Armed Forces Flag Day Fund (AFFDF)

2. Serious Diseases Grant. Financial assistance towards cases of Serious Diseases is applicable @ 75% and 90% of total cost of operation, medication and hospital admission for officers and PBORs respectively, restricted to a maximum of Rs 1,25,000/-. The assistance towards serious diseases is available only for the non-pensioners ESM and their dependents wef 01 April 2008 for the following treatments only: -

(a)   Angiography, Angioplasty, CABG. 75% and 90% in respect of Officers and PBOR respectively upto a maximum of Rs. 1,25,000/- per financial year.


(b)   Open Heart Surgery, Valve Replacement. 75% and 90% in respect of Officers and PBOR respectively upto a maximum of Rs. 1,25,000/- per financial year.


(c)   Pacemaker Implants, Renal Transplant. 75% and 90% in respect of Officers and PBOR respectively upto a maximum of Rs. 1,25,000/- per financial year.


(d)   Prostrate Surgery, Joint Replacement. 75% and 90% in respect of Officers and PBOR respectively upto a maximum of Rs. 1,25,000/- per financial year.


(e)   Cerebral Stroke. 75% and 90% in respect of Officers and PBOR respectively upto a maximum of Rs. 1,25,000/- per financial year.


(f)   Dialysis and Cancer - 75% and 90 % for Officers and PBOR respect of Officers and PBOR respectively upto a maximum of Rs. 75,000/- per financial year.

3. The following information/documents are required to process the financial assistance cases pertaining to Serious Diseases Grant:-

(a) An application form requesting financial assistance from KSB 
along with the under mentioned details/ documents.
(b) Details of financial assistance received from any other source.
(c) If re-employed, details of medical facilities provided by the employer.
(d) Photocopy of Discharge Book duly attested by the Zila Sainik Welfare Officer.
(e) Original Bills duly countersigned by Hospital Authorities.
(f) Photocopy of Hospital Admission and Discharge Summary duly countersigned by Hospital Authorities.

4. The ESM/ Widow is required to submit the required information/ documents to the respective Zila Sainik Board, which forwards the same to KSB after due scrutiny. An undertaking will be given by the applicant availing financial assistance for Serious Diseases Grant from RMDF/ AFFD fund to the effect that he has clearly understood the provisions/guidelines of RMDF/AFFDF which are not reimbursement schemes and are merely Ex-gratia grants meant for medical assistance/ grant and the applicant will not resort to any litigation in any court to claim the full reimbursement of his treatment.

5. Cases of un-listed diseases, where the expenditure exceeds Rs 1.00 Lac will be forwarded to DGAFMS for approval. The expenditure against prolonged treatment like dialysis, cancer etc will be retained at a maximum of Rs 75000/- per annum against actual expenditure, based on the calculation at the rate of 75% and 90% of actual cost of treatment for officers and PBORs respectively. The process of submitting the documents to KSB is the same as above and the amount paid from the AFFD Fund.

6. Recurring Grant for War Memorial Hostels. Maintenance grants to War Memorial Hostels in respect of wards of war-widows/ war-disabled/ wards of service personnel whose death/ disability is attributable to Military Service (Attributable Cases) and wards of service personnel whose death/ disability is not attributable to Military Service (died in harness) (Non-Attributable Cases) are processed by the respective Regimental Centres and forwarded to KSB for sanction. These grants are applicable as follows (rates effective from 01st Apr 12):-

(a) Attributable Cases – Rs 1350/- per month per child.
(b) Non-Attributable Cases – 675/- per month per child.

Financial Assistance Under Raksha Mantri’s Discretionary Fund (RMDF)

7. All the applications of ESM related to RMDF grants are initially processed at Zila Sainik Board (ZSB) and Rajya Sainik Board (RSB), if applicable, before being forwarded to Kendriya Sainik Board (KSB). Various assistance like Penury, Marriage, Education, Funeral, Medical, Orphan grants and assistance for House Repairs ranging from an amount of Rs.5,000/- to Rs. 30,000/- are provided from this fund.

  
Processing at Zila Sainik Board (ZSB)

8. The ESM/ widow/ dependent initially required to approach the respective ZSB with an application for a particular grant. The application is scrutinised at ZSB and details like identification of the applicant is authenticated by checking the original identity documents. The original supporting documents related to a particular grant like marriage certificate, death certificate, medical bills, marksheet etc are also checked in original. ZSB ensures the admissibility of a case by establishing the status of an ESM with regard to the definition in vogue. The definition of ESM is available on this website. After satisfying eligibility of the applicant and genuineness of a particular case, ZSB prepares the case on One Page Personal Application Cum Financial Condition Report Form, attaches the same with the photocopies (attested by ZSW Officer) of the relevant identity and supporting documents. ZSW Officer thereafter recommends the case and forwards the same to RSB for Penury and House Repair Grants only/ KSB (for other grants). Original supporting documents of the applicant shall be returned to the individual and the hand written/typed personal application shall be retained by the ZSB for records.

9. House Repair Grant is meant only for houses damaged as a result of natural calamity notified by Central/State Govt. Rajya Sainik Board (RSB) shall ensure that only genuine cases related to House Repair Grant and Penury Grant are forwarded to KSB. Similarly, Penury Grant is meant for old and infirm non-pensioner ESM/ widows above 65 years of age only. In no case, the applicant for Penury Grant should be below 65 years of age. Important to mention, that the funds available for welfare are limited therefore, greater is the requirement for detailed scrutiny to ensure that the same are distributed to genuine and deserving applicants only.

10. Applications without the recommendation of Zila Sainik Welfare Officer (ZSWO) will be returned unactioned. The Personal Application cum FCR form are scrutinised again for correctness as per policy in vogue. Incomplete applications are returned unactioned to ZSB with the necessary observation. Complete applications are, thereafter, recommended to the Department of Ex-servicemen Welfare (ESW) at MoD where all cases are considered by the Case Consideration Committee. Once recommended, the cases are finally approved by the Competent Authority at MoD. Once approved, grants are disbursed to the beneficiaries.

Financial Assistance under RMDF

11. Penury Grant (Rs 1000/- pm for life time).

(a) Eligibility Conditions. Only for Non-Pensioners ESM/ Widows above 65 Yrs of Age upto the rank of Havildar and equivalent.

(b) Documents Required. Photocopies attested by ZSWO of the following to be attached with Personal Application cum Financial Condition Report Form:- 


(i) ESM/ Widow/ Dependent Identity Card.
(ii) Complete Discharge Certificate/ book.
(iii) Certificate from ZSB certifying that the individual has no other source of income/pension.
(iv) Age proof of applicant.
(v) Bank details to include Account No., IFSC Code of Bank, Name of the Bank.

12. Disabled Children Grant (Rs 1000/- pm).

(a) Eligibility Conditions. Only for disabled children of ESM (Pensioner/Non-pensioner upto the rank of Havildar and equivalent) with 100% Disability.

(b) Documents Required. Photocopies attested by ZSWO of the following to be attached with Personal Application cum Financial Condition Report Form:- 


(i) Dependent Identity Card issued by ZSB.
(ii) Complete Discharge Certificate/ book.
(iii) 100% disability certificate issued by Military/ Civil Govt hospital.

13. Medical Grant (Upto Rs 30,000 maximum). 


(a) Eligibility Conditions. Non-pensioner upto the rank of Havildar and equivalent however, Pensioner, Non-pensioner upto the rank of Havildar of Nepal are also eligible. 


(b) Documents Required. Photocopies attested by ZSWO of the following to be attached with Personal Application cum Financial Condition Report Form: -

 
(i) ESM/ Widow/ Dependent Identity Card.
(ii) Complete Discharge Certificate/ book.
(iii) Original medical bills/ receipts countersigned by the attending doctor.
(iv) Discharge certificate/ summary from the hospital and countersigned by the attending doctor.

14. House Repair Grant (Rs 20,000/-). 


(a) Eligibility Conditions. 


(i) Pensioner/Non-pensioner upto the rank of Havildar and equivalent. 
(ii) Should apply within a year. 
(iii) Should not have been provided with any assistance by State Govt or any other source for the purpose. 
(iv) Orphan Daughter for all ranks (Officers and PBOR) (No notification required)
(v) 100% Disabled ESM (No notification required)

(b) Documents Required. Following original documents of ESM/Widow/Orphan to be personally checked by ZSW Officer. Photocopies attested by ZSWO of the following to be attached with Personal Application cum Financial Condition Report Form: - 


(i) Copy of the ESM/Widow/ Dependent Identity Card.
(ii) Complete Discharge Certificate/ book.
(iii) Ownership Certificate.
(iv) Certificate from State Govt regarding cause of damage and estimated cost.
(v) Notification issued by Central/ State Govt declaring that the damage is due to natural calamity.
(vi) Dependent certificate and death certificate of parents in case of Orphan daughter.
(vii) Disability Certificate issued by Military/ Govt Hospital.

15. Funeral Grant (Rs 5000/-). 


(a) Eligibility Conditions. Only for Pensioner/Non-pensioner Widows of ESM upto the rank of Havildar and equivalent.

(b) Documents Required. Photocopies attested by ZSWO of the following to be attached with Personal Application cum Financial Condition Report Form:- 


(i) Widow Identity Card.
(ii) Complete Discharge Certificate/ book.
(iii) Death Certificate.

16. Marriage Grant (Rs 16,000/-) for 2 Daughters & Widow Re-Marriage. 


(a) Eligibility Conditions. Pensioner/Non-pensioner upto the rank of Havildar and equivalent and should apply within a year after solemnisation of marriage. Age of the bride should not be less than 18 years.

(b) Documents Required. Photocopies attested by ZSWO of the following to be attached with Personal Application cum Financial Condition Report Form: - 


(i) ESM/Widow/Dependent Identity Card.
(ii) Complete Discharge Certificate/book.
(iii) Age (not below 18 Yrs) proof of the daughter.
(iv) Marriage certificate issued by Registrar of Birth/Death/Marriages.
(v) Name of dependent in Part-II orders.

17. Education Grant (Rs 1000/- pm) upto Graduation Irrespective of Gender.

(a) Eligibility Conditions. Wards of Pensioner/Non-pensioner upto the rank of Havildar and equivalent and should apply within a year.

(b) Documents Required. Photocopies attested by ZSWO of the following to be attached with Personal Application cum Financial Condition Report Form: - 


(i) ESM/Widow/Dependent Identity Card.
(ii) Complete Discharge Certificate/book.
(iii) Certificate from school/college giving date of birth.
(iv) Marksheet of successful candidates.
(v) Name of dependent in Part-II orders.

18. Officer’s Training Grant (Rs 1000/- pm). 


(a) Eligibility Conditions. Only for Wards of Pensioner/ Non-pensioner ESM upto the rank of Havildar and equivalent pursuing cadet training at NDA only. 


(b) Documents Required. Photocopies attested by ZSWO of the following to be attached with Personal Application cum Financial Condition Report Form:- 


(i) ESM/ Widow/ Dependent Identity Card.
(ii) Complete Discharge Certificate/book.
(iii) Certificate from NDA certifying the details as given by the applicant that the gentleman cadet has been promoted to next term.

19. Orphan Grant (Rs 1000/- pm).

(a) Eligibility Conditions. For Orphans of ESM (PBOR & Officers) till marriage for girls and upto 21 yrs of age for boys. 


(b) Documents Required. Photocopies attested by ZSWO of the following to be attached with Personal Application cum Financial Condition Report Form:- 


(i) Dependent Certificate.
(ii) Complete Discharge Certificate/book.
(iii) Date of Birth Certificate.
(iv) Certificate from ZSW Officer certifying that the applicant is not married.

20. Vocational Training Grant (Rs 20,000/- pm).

(a) Eligibility Conditions. Only for widow of Pensioner/Non-pensioner upto the rank of Havildar and equivalent for her own training.

(b) Documents Required. Photocopies attested by ZSWO of the following to be attached with Personal Application cum Financial Condition Report Form:- 


(i) Widow Identity Card.
(ii) Complete Discharge Certificate/book.
(iii) Death Certificate of ESM.
(iv) Certificate from Training Institute.

Important Issues while Checking Documents 
21. A large number of applicants feel that bulkier the application, greater the chances of the same getting approved. To negate the same, it is recommended that the necessity of a document be understood. Accordingly, only the essential documents are asked for and checked. The important issues are given in succeeding paragraphs.

22.
Identity Proof. Foremost document to be checked at ZSB/ KSB is the identity proof. Definition of ESM has been revised from time to time. Foremost task of a Sainik Board is to check whether the applicant (ESM/ widow/orphan) is entitled to benefits of ESM as per this definition.

23.
Admissibility Proof. After the identity of an applicant has been authenticated, the supporting documents in original like marksheet for education grant, death certificate for funeral grant, marriage certificate for marriage grant, age proof for penury grant for old and infirm are checked at ZSB. One page personal application cum FCR form alongwith requisite supporting documents (photocopies attested by ZSW Officer) received at KSB are once again checked for correctness before final approval.

Guidelines For Operating Distribution of Modified Scooters 
24. Eligibility Condition. ESM, who are disabled after service with a disability of 50% or more and who are not covered under the scheme of AG’s Branch, R&W Section, Ceremonial and Welfare Dte, Army HQs or equivalent branches of Navy and Air Force.

25. Procedure. 
(a) Submission of application by the ESM to respective ZSBs alongwith quotation from Honda Activa Agency.
(b) Submission of application by ZSB to KSB.
(c) Release of money @ Rs 57,500/- per scooter to concerned RSB by KSB. Any additional expenditure will be paid by RSB/ ESM.
(d) Submission of RC(Registration Certificate), photograph of the ESM receiving scooter by ZSB to KSB.

Second Appellate Committee on Pension(SACP)

Cases where family pension claims have been rejected or where disability is neither attributable nor aggravated by military service are given the following types of grants by the SACP:

Educational allowance of Rs 25/-p.m. upto three children of ex-Servicemen who were enrolled prior to 01 Jan 85. For personnel enrolled on or after 01 Jan 85, the grant is admissible to only two children. The maximum amount of educational grant is, however, restricted to Rs. 3,000/-.

A lump-sum grant upto Rs. 2,000/- to aged parents of the deceased ex-Servicemen.

Cost of sewing machine to the wife of deceased/ disabled ex-Servicemen.

A one time grant of Rs-1,000/- for daughter's marriage.

Appeals for financial assistance on rejection of pension claims should be made to the Second Appellate Committee on pension within six months of rejection of the claim. The appeals are considered by the Committee based on merits of each case and the financial assistance granted which is, subsequently, paid by the Kendriya Sainik Board through the concerned Rajya/Zila Sainik Board.

Tool Kit for ex-Servicemen Technicians. Out of Armed Forces Flag Day Fund, tool kits are provided, amount not exceeding Rs. 2,000/-.

Reimbursement of Interest by way of subsidy on loan taken from Bank for construction of House to war bereaved, war disabled and attributable peace time casualties and their dependents. There is a scheme for re-imbursement of interest subsidy on loan taken from Banks by war bereaved, war disabled, attributable peace time casualties and their dependents for construction of houses.
